As a melanated woman I don't use the phrase "target population". No one wants to be a target. It has too many negative associations. I use the phrase "priority population" which feels much more inclusive to me.

I believe cultural conscientiousness better describes what Renae is referring to. Cultural competency implies that a person will "arrive at wokeness" and not need to do any more work. Conscientiousness lets folks know that this is an ongoing process. You can never "arrive", but rather you always have to practice mindfulness.
